Game Journalists like IGN need to be more transparent about how games really perform on release.
It will take likely a few months for the game to be patched to a level that makes it playable on console.
I am sure that the Respawn made a great game, but given the technical problems at launch, I do not recommend you buy at this time. Many games journalists are failing to mention the scope of how bad the technical problems are. The "performance problems" were glossed over and IGN gave it a 9/10. I purchased this game after watching the IGN review.
